RASK prepares analysis for Audit Office on new-generation broadband support compliance with EU state aid rules.

Case

RASK performed a comprehensive legal audit to establish whether the Estonian government’s new-generation broadband development plan complied with the European Union rules on state aid.

The legal audit was commissioned by the National Audit Office to establish whether the conditions and investment plan for the new-generation electronic communications network measures adopted by the Minister of Economic Affairs and Communications in April 2015 comply with the EU rules on state aid. As a result of the audit, RASK prepared a legal memorandum necessary for the Audit Office to plan its course of action.

The Estonian National Audit Office is an independent institution that acts in the interests of Estonian taxpayers. Its responsibility is to investigate and report on how the government has spent taxpayer money. The Office has the right to audit the use of EU funds allocated through state and local government authorities and to verify compliance with the commitments taken.
